You will find in attachment a presentation I gave recently for HR managers of the public sector at EIPA (European Institute of Public Administration). The presentation draws on my experiences in the public and private sector and on my readings of authors such as Kenneth Thomas and Wouter van den Abeele in particular.
This presentation draws mainly on my experience as an Human Resources Director for the Ministry of Economic Affairs in Belgium. However, my previous experience as a project manager within the European Commission (Tacis program – privatisation and restructuring of public organizations in the Former Soviet Union) makes me believe that some Heads of Units at the European Commission could learn from it.
